Department for the Implementation of General Construction Projects

The main functions of the department are as follows:

• Supervision of the implementation of energy-efficient measures in residential buildings in the city of Kyiv, where OSBB/ZHK (Housing and Communal Service Associations) are established, at all stages from planning to project implementation, with monitoring of work execution and commissioning of objects into operation.
• Establishment of contractual relations with the winners of the competition for projects related to the implementation of energy-efficient measures in residential buildings in the city of Kyiv, where OSBB/ZHK are established, and monitoring compliance with the terms of the contracts concluded.
• Development of technical specifications for design and coordination of their approval in accordance with established procedures. Review of project documentation for construction and installation work and preparation of orders for the approval of project documentation and coordination of their approval in accordance with established procedures.
• Preparing documentation for procurement of project, construction and installation, and support works (expert examination of projects, author's and technical supervision during construction), and coordinating the process of concluding relevant contracts based on procurement results.
• Ensuring timely coordination of project and construction and installation work and interaction between authorized representatives of OSBB (ZHK), the general contractor organization, and conducting author's and technical supervision of construction.
• Quality control and adherence to deadlines for work performed by general contractor organizations.

The Department of Energy Management is a structural unit of the Municipal Enterprise "Project Implementation Group for Energy Efficiency in Administrative and Public Buildings of the City of Kyiv," under the executive body of the Kyiv City Council (Kyiv City State Administration).
One of the key steps in establishing an energy management system is ensuring a responsible management structure with clear operational information regarding energy consumption and the status of energy equipment at facilities to make necessary decisions for promptly addressing identified issues.
To obtain accurate information about the energy consumption of each facility under the Municipal Enterprise "Project Implementation Group for Energy Efficiency in Administrative and Public Buildings of the City of Kyiv," the introduction of real-time energy consumption monitoring in budget institutions was initiated, and the Department of Energy Management was created. The department's goal is to implement an energy management system in budget institutions in the city of Kyiv, ensure efficient consumption of energy resources by these institutions, monitor energy consumption, and provide technical maintenance of equipment in modular individual heating units and heat energy metering points in education institutions under the jurisdiction of the city of Kyiv.

The main tasks of the Department include:

1. Monitoring the energy consumption of budget institutions in the city of Kyiv.
2. Analyzing energy resource consumption and controlling their usage.
3. Developing and adjusting baseline levels.
4. Conducting energy audits and surveys.
5. Organizing seminars and training sessions on energy efficiency and energy management implementation.
6. Organizing and quality control of technical maintenance services for modular individual heating units and heat energy metering points in budget institutions provided by subcontractors.
7. Analyzing the performance of equipment and providing recommendations for efficient energy usage in budget institutions in Kyiv.
8. Providing consultations and support for energy consumption monitoring by budget institutions in Kyiv.

Procurement Sector

The sector is established with the aim of organizing public procurement of goods, works, and services in accordance with the Law of Ukraine "On Public Procurement," as well as conducting procurement of goods, works, and services using funds from loans, grants, or loans provided in accordance with international agreements of Ukraine with international financial institutions (according to the rules of international financial institutions).

Department of Implementation of Engineering Network Projects

The main functions of the department are as follows:

• Supervising the implementation of energy-efficient measures during the reconstruction of heating and hot water supply engineering networks, as well as thermal substations in residential buildings in Kyiv, at all stages from planning to project execution, with control over the execution of work and commissioning of objects.
• Establishing contractual relations with winners of project implementation contests for the reconstruction of heating and hot water supply engineering networks and thermal substations in residential buildings in Kyiv, and ensuring compliance with the terms of the contracts.
• Developing technical tasks for design and obtaining their approvals as required.
• Reviewing project documentation for construction and preparing orders for the approval of project documentation and ensuring their approval in accordance with established procedures.
• Preparing documentation for procurement of project, construction and installation, and support works (expert examination of projects, author's and technical supervision during construction), and coordinating the process of concluding relevant contracts based on procurement results.
• Ensuring timely coordination of project and construction works and facilitating communication between energy supply organizations, general contractors, and conducting author's and technical supervision over construction.
• Monitoring compliance with deadlines for work execution by general contractor organizations.

Sector for Project and Cost Estimation Work

The main tasks of the Sector for Project and Cost Estimation Work include:

• Перевірка та погодження отриманих від підрядних проектних організацій проектної документації на відповідність діючим нормативним документам;
• Участь в перевірці тендерних пропозицій учасників;
• Conducting work to verify estimates, calculations, and cost estimates for construction, installation, and commissioning works, as well as checking the compliance of forms KB-2v and KB-3 with the contracts entered into.
