The Municipal Enterprise "Energy Efficiency Implementation Group in Administrative and Public Buildings of Kyiv" (hereinafter referred to as "Municipal Enterprise" or "KP 'GVP'") was established based on the order of the executive body of the Kyiv City State Administration (KCSA) dated July 8, 1999, No. 1119, with the aim of providing organizational support for the implementation of an investment project by the International Bank for Reconstruction and Development (IBRD) titled "Energy Efficiency in Administrative and Public Buildings in Kyiv." The total cost of this project exceeded 27 million US dollars. The Municipal Enterprise was also tasked with ensuring ongoing project efficiency monitoring.
The project aimed to implement quickly cost-effective energy-saving measures, resulting in savings in thermal energy used for heating municipal buildings. Within the framework of the project, 1,546 municipal buildings in the city of Kyiv were modernized. These buildings included kindergartens, schools, orphanages, clinics, museums, and other municipal properties. These institutions are funded from the city budget, so the project was aimed at significantly reducing budget expenditures on heating. The project covered 1,546 buildings, which are part of 1,283 municipal institutions in Kyiv, with a total area of over 5 million square meters.
The Municipal Enterprise "Energy Efficiency Project Implementation Group in Administrative and Public Buildings of the City of Kyiv" (hereinafter referred to as ME "EEPIG") has attracted highly qualified professionals with experience in specific areas: procurement organization, financial management, energy auditing and design, implementation of energy-saving measures, monitoring, and verification, who, for a six-year period, were responsible for project preparation and management.
According to the final report of the IBRD (report 33154-UA), ME "EEPIG" received the highest evaluation for its activities.
At present, after the successful implementation of the project, the enterprise has focused its activities on the following areas:
- Preparation and implementation of energy efficiency projects (thermal modernization of budgetary institutions, reconstruction of engineering systems and energy sources), including external financing involvement.
- Implementation of alternative energy sources.
- Conducting energy audits, including thermographic inspections and instrumental measurements in energy supply systems, and providing recommendations for efficient energy usage.
- Implementation of all levels of energy management systems (support and development of energy monitoring systems, conducting training sessions, providing consultations and seminars on efficient energy use for individuals involved in the energy management system).
- Setting up and maintaining individual heat substations and commercial heat energy metering units installed in budgetary institutions.
